چیٹ جی پی ٹی جیسے چیٹ بوٹس کے بڑے لینگویج ماڈلز (ایل ایل ایمز) تشکیلی و ترتیبی براحل سے گزر رہے ہیں۔ چیٹ بوٹس کا یہ عروج شعبہ تعلیم پر کس طرح اثرانداز ہورہا ہے اور مصنوعی ذہانت کے درس و تدریس پر کیا اثرات مرتب ہورہے ہیں اس حوالے سے بھی متعدد موضوعات پر بحث جاری ہے۔ جیٹ بوٹس گزشتہ چند ماہ سے کام کاج کی جگہوں اوربالخصوص شعبہ تعلیم پر اثرانداز ہورہا ہے ۔ اعلیٰ تعلیم میں چیٹ بوٹس کے نمایاں ممکنہ استعمال کیساتھ یہ کوئی تعجب کی بات نہیں ہے کہ طلبہ ٹیکنالوجی سے مدد لیں اور مصنوعی ذہانت کے ذرائع کے استعمال پر تبقادلہ خیال بھی کررہے ہوں، اس سلسلے میں سطحی یا عمومی بحث اس تشویش پر مرکوز ہے کہ طلبہ چیٹ جی پی ٹی جیسے جیٹ بوٹس کے ذریعہ پیدا کردہ آؤٹ پُٹ کو اپنے اصل کام کے طور پر پیش کرنے کی کوشش کرسکتے ہیں اور اس سے تعلیم و تحقیق کا معیار متاثر ہوگا۔ اپنی جگہ یہ اہم و جائز تشویش ہے جس سے صرف پاکستان ہی نہیں بلکہ پوری دنیا کی یونیورسٹیاں نبرآزما ہیںَ رسل گروپ جو برطانیہ میں یو ایس آئی وی، لیگ کے مساوی ہے اس کی چوبیس ایلیٹ یونیورسٹیاں ہیں۔ آکسفورڈ، کیمبرج، ایڈنبرا، مانچسٹر برسنل اور دیگر ممالک سمیت اس کی زیرنگرانی اداروں میں طلبہ پر چیٹ جی پی ٹی جیسے چیٹ بوٹس کے استعمال پر پابندی عائد کرنے کا فیصلہ کیا گیا ہے، یوں برطانیہ کی چالیس یونیورسٹیوں میں مضمون نگاری  اور کورس ورک کے لئے طلبہ پر چیٹ جی پی ٹی کے استعمال پر پابندی عائد ہے، مصنوعی ذہانت کے متعلق یہ ابتدائی پالیسی مؤقف یکطرفہ ہے جس پر یقیناً آنے والے وقتوں میں نظرثانی ہوگی کیونکہ مصنوعی ذہانت کا استعمال جس انداز سے بڑھ رہا ہے اس نظرانداز نہیں کیا جاسکتا اور نہ ہی اس سے کوئی راہ فرار اختیار کی جاسکتی ہے، شعبہ تعلیم کے فیصلہ سازوں کو چاہئیے کہ مصنوعی ذہانت جیسی چیزوں کو وہ کھلی آنکھوں سے دیکھے اور اس کی صلاحیتوں سے محدود استفادہ حاصل کرنے کی بجائے لامحدود استفادے کے حوالے سے حکمت عملی واضع کریں۔ توجہ طلب ہے کہ مصنوعی ذہانت کے استعمال سے تعلیم و تحقیق کے شعبوں میں انقلاب برپا کیا جاسکتا ہے، اس حوالے سے چند جامعات نے مختلف نقطہ نظر بھی اپنایا ہے جسے پیش نظر رکھنا چاہئے، ہیر یوٹ واٹ، گلاسکو یونیورسٹی اور یونیورسٹی کالج لندن ان چند یونیورسٹیوں میں شامل ہے جو بعض حالات میں طلبہ کی طرف سے چیٹ جی پی ٹی کے استعمال کی اجازت دینے کےلئے رہنما اصول تیار کررہی ہے۔ پاکستان میں ہائر ایجوکیشن نے چیٹ جی پی ٹی کے استعمال کے حوالے سے ایک ٹاسک فورس تشکیل دی ہے تاکہ یونیورسٹیوں میں اس کے استعمال کےلئے پالیسی تیار کی جاسکے تاہم یہ دیکھنا ابھی باقی ہے کہ ان کے نتائج کیا برآمد ہونگے اور کیا یہ رہنما اصول پاکستان کی تمام یونیورسٹیوں پر یکساں نافذ کرنے کی کوشش کی جائےگی یا نہیں۔ تاہم اس حوالے سے تین خدشات پیش نظر رکھنا چاہیئے۔ پہلا یہ کہ پاکستان کے پاس ٹیکنالوجی کے زریعے نقل کرنے والوں کو پکڑنے کے لئے ماہر اساتذہ کی کمی ہے اور ایسی صورت میں اندیشہ ہے کہ صرف تعلیم و تحقیق بلکہ تدریس کا معیار خراب ہوگا۔ دوری بات یہ ہے کہ پاکستان میں جب کبھی بھی کوئی پالیسی تیار ہوتی ہے تو اس پر نظرثانی یا اس میں ترمیم کرنا ناممکن حد تک مشکل و دشوار ہوجاتا ہے۔ ہائر ایجوکیشن کے تناظر میں ایک اہم مثال یونیورسٹی فیکلٹی ممبران کی تقرری اور ترقی کےلئے ایچ ای سی کے ٹرم ٹریک سسٹم کی ہے، جس کسی نے بھی تعلیمی شعبے میں چند سال ملازمت کی ہوگی اس اس ملازمتی پالیسی میں خامیاں نظر آرہی ہونگی، لیکن تمام تر خدشات کےباوجود ٹی ٹی ایس پر عمل درآمد کیا گیا اور ایچ ای سی کو چند خامیاں دور کرنے میں قریب پندرہ سال کا عرصہ لگے گا۔ تیسری اور آخری بات یہ ہے کہ وفاقی سطح پر تعلیم سے متعلق فیصلہ سازی کرنے والوں کے پاس جامعات سے متعلق اعداد وشمار تو ہوتے ہیں لیکن انہیں زمینی حقائق و صورتحال کا علم و تجربہ نہیں ہوتا۔ ایک ایسی صورت میں کوئی بھی فیصلہ کس طرح درست ثابت ہوسکتا ہے جبکہ وہ زمینی حقائق کو مدنظر رکھتے ہوئے نہ تیار کیا گیا ہے۔ تجویز ہے کہ ہائر ایجوکیشن کمیشن ٹی ٹی ایس کے تحت محکمانہ ترقی کےلئے اہلیت کا تعین کرنے میں چیٹ جی پی ٹی کا استعمال کرسکتا ہے اور مصنوعی ذہانت کے ذریعے تحقیق اور مطبوعات کے معیار کا تعین باآسانی ممکن ہے۔ چیٹ جی پی ٹی کے ذریعے کم وقت میں تحقیقاتی مقالے تیار کئے جاسکتے ہیں، یہاں بھی ایچ ای سی کےلئے دانشمندانہ طرزعمل ہوگا کہ وہ ٹیکنالوجی سے پیچھا چھڑانے کی بجائے اسے اپنائے اور آنے والے چیلنجز کا مقابلہ کرنے، ایک ایسی صورتحال میں جبکہ دنیا کی بہتری جامعات چیٹ جی پی ٹی جیسی سہولیات کے بارے میں اختلافی نکتہ نظر رکھتی ہے تو دینا کو بھی چاہئے کہ جلد بازی کی بجائے دنیا کی بہترین جامعات کے اختیار کردہ مؤقف کو سامنے رکھے اور اسی کے مطابق فیصلہ کرے کیونکہ پاکستان میں تعلیم و تحقیق کو معیاری بنانے کا ایک آسان طریقہ یہی ہے کہ عالمی جامعات کی حکمت عملیوں کو مدنظر رکھا جائے توجہ طلب ہے کہ چیٹ بوٹس کسی کی ذاتی نیوٹرز کی طرح مدد کرسکتے ہیں اور اس سے اساتذہ پر طلبہ کا بوجھ بھی کم ہوسکتا ہے، ہم دیکھتے ہیں کہ کلاس روم میں طلبہ کی تعداد ذیادہ ہوتی ہے اور اساتذہ کےلئے ممکن نہیں ہوتا کہ وہ ہر طلبہ کو انفرادی توجہ دےسکے، اسی لئے چیٹ بوٹس کے ذریعے طلبہ تعلیم و تفہیم کو خوش اسلوبی کے ساتھ سرانجام دے سکتے ہیںَ چیٹ بوٹس کے ممکنہ استعمالات غلط نہیں ہے لیکن اس کا چوری چپے استعمال غلط ہے۔ ایک ایسی ٹیکنالوجی جس کے پاس ہر سوال کا جواب موجود ہے تو یہ جوابات کم سے کم وقت میں حاصل ہورہے ہیںَ  تو اسے غنیمت سمجھتے ہوئے طلبہ کی رہنمائی کی ضرورت ہے، اس سے طلبہ کی ذہنی صحت بہتر ہوگی۔ وہ کسی بھی موضوع کے مختلف پہلوؤں سے ذیادہ روشناس ہوسکے گے اور اگر قابل رسائی مشاورتی خدمات کا دائرہ وسیع کی جائے تو طلبہ کی فلاح و بہبود کو یقینی بنایا جاسکتا ہے۔

Internet freedom and democracy are closely related to each other because the Internet has become a part of democratic values and in today's history, freedom of expression, access to information, and decision-making without the participation of all private and public in the political process are comprehensive and comprehensive. Overall, the relationship between Internet freedom and democracy is complex and has a mix of positives and negatives, and a free Internet is universally seen as a component of a healthy democracy. A recent annual survey of facts on "internet freedom" globally states that India tops the list of countries with the most internet restrictions (bans) during 2022, and India's internet ban ( The unique honor regarding shutdown) has been going on for five consecutive years. In the said research conducted by the non-governmental organizations "Access Now" and "Keep It On", working for restriction-free internet, 187 times internet shutdowns were recorded in India in 365 days of 2022. After India, the second country in terms of internet ban is Ukraine, where internet shutdowns were implemented 22 times during the ongoing war.

Many other South Asian countries are also in this list. Internet outages in India have occurred more than 20 times in Indian-administered Kashmir. The report states that under the Indian Telecommunications Bill, the central and provincial governments can shut down the Internet when necessary and have constitutionally unlimited powers to impose such bans. Advocates and supporters of a free Internet worldwide want the Constitution to protect its free and uninterrupted provision of the Internet instead of banning it. In many countries it has become a norm to shut down the internet to control the internal law and order situation or during various types of conflicts, gatherings, elections and even in some countries on the occasion of exams. The internet blackout imposed by the government of the African country of Ethiopia in the troubled region of Tigray was the world's longest shutdown, lasting more than two years. Different countries have different ideas about Internet freedom. Unfettered Internet access in a few countries, while the majority of countries want to maintain their grip on the Internet and can censor and control online content with limited restrictions. According to the report "Freedom on We Net" compiled by "Freedom House", an organization that evaluates Internet freedom, as the Internet is fast and spreading, the restrictions imposed on it are also increasing, and China is the country with regard to Internet restrictions. is at the top of the list of countries with strict internet policies. Due to the continued increase in "online censorship" and surveillance due to the Corona epidemic, governments are using it to crack down on freedom of expression, and it is generally described as a national security requirement, which is why the Internet worldwide. It should also determine the ratio of investment growth as the need for better broadband and quality mobile phone networks has now spread from education to healthcare delivery and governance, and not only development needs and development issues can be communicated between countries through the Internet. New possibilities of cooperation are being created, but through the same internet, help is also being taken in making correct decisions to deal with natural disasters or any kind of emergency. Today's Internet has evolved beyond artificial intelligence into a combination of advanced artificial intelligence and data science, with applications ranging from chatbots and virtual assistants to decision-support computers popularizing consumer privacy and security on the Internet. So it is getting more attention today than in the past. Likewise, virtual and augmented reality technologies are seeing widespread use, creating new opportunities for immersive experiences and online collaboration. For a large number of Internet users, this medium is only a source of social media and online entertainment, and the number of such users (communicates) who depend on the Internet is increasing. Overall, the future of the Internet is being shaped by a combination of technological advances and changing socio-cultural trends.
